Concern is growing among humanitarian organisations in the Palestinian territories who fear their work will become "almost impossible” after Israel put in place new regulations. According to NGOs at the end of February 2025, COGAT (the Israeli body in charge of civil affairs in the Palestinian territories) presented a plan to reorganise the distribution of humanitarian aid to the Palestinians. They say the measures are aimed at strengthening Israeli control over humanitarian aid, including by establishing logistics centres linked to the army, or controlling the identity of the entire humanitarian chain, from employees to beneficiaries.
